DEVELOPMENT AND OPPORTUNITIES
Some decades ago the Peruvian government realized that infrastructure is the main engine to move the economy and to establish a competitive market. Both infrastructure and construction (tightly linked) are not just one of the main sources of employment but also keep turning the wheel of the productive chain. Today no one can deny that if the resources are allocated strategically towards infrastructure will create the foundations for a sustainable development and an increase in quality of people’s life around the country.
Peru battled some years ago to close the gap of infrastructure (US$ 35’000,000,000 in 5 years and 108’000,000,000 in 10 years according to the National Infrastructure Plan). However, between that struggle certain situations emerged that costed the country to temporarily retreat from that battle and to lose what it had achieved.
Corruption (particularly the Lava Jato’s case) forced the government to adopt certain drastic measures that slowed down the execution of Peruvian infrastructure projects. This meant an obstacle to a take off which had recently been launched and put a stop to the development of a vital industry for the country.
Nevertheless, the country can observe a light at the end of the road. Some “new” measures such as dispute boards, are allowing some public servers to make decisions inspired upon the results management principle. PMO, G to G agreements, the recent rise of Building Information Modeling, the use of standard contracts and other mitigating measures show us that there is an intention to turn the current scenario, even though those measures do not attack the real problem.
